Aspects between the Moon and Saturn (both the 'better' and 'worse' ones) have been given a bad name. Take a moment to browse the internet and you will find descriptions of this configuration meaning: inhibition, being closed, difficulty with emotional expression, coldness and various emotional burdens.
One of these burdens could be frustration with one's intuition - it being misleading, often invisible, like it is not even there.
Can people with Moon-Saturn aspects use their intuition? Or maybe they don't have it in the first place?

The Moon is a symbol of subconsciousness - it tells of our instinctive reactions, modes of feeling, everything that seems natural to us, with what we are feeling safe. Moon is also an indicator of how comfortable we feel with ourselves.
From a more spiritual point of view, Moon is a symbol of Soul. And in this Soul we find our habits, memories, emotional vulnerabilities and behavioural patterns from our ancestors. Such Moon is in constant change - one time identifying with the earthy part of us, the other with the divine part.
It doesn't really matter how you look at the Moon; when you want to study the inner life of a person, Moon is the planet you look into.
Now Saturn is generally associated with 'giving up', hopelessness - it is like a inner voice telling 'it is too late', 'you do not deserve this', 'you are not worth it'. The position of our natal Saturn in the element, sign, house, in aspects tells us how we will experience the inhibition and where can we expect disappointments to happen.
Saturn is not a stigma though - each of our weaknesses, complexes can be transformed into our life calling. Saturn's lessons are about building awareness, discovering the need to express on a certain field, no matter the efforts or setbacks.
Other people interpret such behaviour as coldness, thinking 'they don't feel anything, are rough like rocks, and even if they feel something, they surely miss the nuances of emotions'. From that point it's easy to say that the inner life of Moon-Saturnians is poorer, which isn't true.
How does this relate to the existence of intuition?
Personally I think everyone has an intuition, no exceptions. It doesn't matter how hard or hopeless the planetary placement seems - planets cannot deny intuition, only change the way it is expressed. Moon-Saturn people feel internally safe when in an externally safe environment - work place, handling responsibilities, having a solid position in the world. With those conditions met, the intuition can show itself, working on the most practical level - when one is dealing with vocation.
It doesn't matter what kind of job does the Moon-Saturnian do: selling products at a grocery store, being a super executive regional manager or psychic - these people will have a entrepreneurial sense (Saturn) when it comes to dealing with people, expressing one's subconsciousness (Moon).
And what about being able to use the intuition?
Here's where it gets complicated. Typically, intuition is one form of perception that uses hunches, premonitions, creating connections that are not a results of adding together facts. When using intuition it doesn't matter if you have a plan, experience or not - when facing a problem, you will just know the solution, see the possibilities.
Saturn's approach is a pragmatic one, based on facts and not possibilities. Here you need to look at the issues, search for solutions by starting from the beginning and moving slowly forward, step by step. So this is something opposite the typical intuition.
If Moon-Saturn people want to use the their intuition in a typical way, they can feel any attempts at contacting with the subconsciousness are effectively blocked. Since Moon-Saturnians emotions don't reach the consciousness instinctively (not without working on that), intuition (as in emotions, signals from the subconsciousness) will have a similar issue.
Here I'd like to make something clear. The word blockage suggest there's none or little contact with the subconsciousness; in my opinion people with Moon-Saturn aspect are so much used to relying on the tangible, outer security (pragmatic approach) that the subtle emotional needs stay (invisible) in the background. The contact with the subconsciousness is present, but it resembles a path in the woods that overgrows when not being taken care of, up to the point it's unnoticeable.

Often Moon-Saturnians have been deeply disappointed with their instincts, trying to rely on someone (for example family, close ones) emotionally to receive acceptance and feel understood. The reward by doing so is i.e independence - a state in which you don't need anyone to feel comfortable with yourself and at the same time can make others an active part of your life.
It is said the more harmonious aspects of Saturn (trines, sextiles) provide the more positive Saturnian traits like discipline, being consequent, reliability, thanks to which a person feels more comfortable with oneself, being able to combine the inner life and whispers of subconsciousness with the outer world and facts.
As to the more frustrating aspects of Saturn (square, opposition), they tend to manifest as inner conflicts because one cannot balance the instinctive feeling (Moon) with the perception based on facts and tangible things (Saturn). As a result the individual's contact with the subconsciousness is blocked.
This is indeed the case, but there's a bigger picture here. Sextiles and trines are less dynamic, being more attuned to using what one already has and brings benefits. Because of that at work, or in private life, the pragmatic sense could be the preferred guide over the instinct. People with a squre, opposition between Moon and Saturn are less inclined to pick the classic, orthodox approaches towards themselves or their senses, because they feel frustrated with that type of solutions. This state of frustration leads these people to search for such a way to express and have contact with one's emotions that will allow to keep a (even shaky) balance between pragmatism (Saturn) and instinct (Moon).
People with dynamic Moon-Saturn aspects, contrary to popular opinions, more open and sensitive for emotional subtleties because... they simply have no other choice. They feel the need to adjust and search for solutions for their frustrations about the comfort zone. This helps them make a deeper contact with the subconsciousness.
The conjunction is special, although it is classified as the problematic aspect in its effects. The reason for this is present in the traditional planetary rulership in which Moon in Capricorn (domain of Saturn) is detriment.
